Rental Assistance Philadelphia, a brand of Rental Assistance Services LLC · Philadelphia, Pennsylvania · Last updated 13 September 2026

What this page is. A plain-English summary of what we do, how we are paid, and what you are authorizing when you submit a form on this site. It is written for property owners. We are not able to act for tenants. Before any work starts on your case we send you our full Service Agreement to review and sign; this summary does not replace it, and nothing on this page is legal advice.

1. Who we are, and who we are not

Rental Assistance Philadelphia is a brand of Rental Assistance Services LLC, a private, independent filing service. We are not a government agency and are not affiliated with, endorsed by, or acting on behalf of the City of Philadelphia, the Philadelphia Housing Development Corporation, or any government entity. We are not a law firm and do not give legal advice.

You can apply to the City's Eviction Diversion Program and Targeted Financial Assistance yourself, directly with the City, at no cost. Our fee is for preparing and managing that filing on your behalf, not for access to the program.

2. What we do

3. Our fee

Back-rent cases are success-based: 33% of the funds the City pays on your case: the recovered back rent plus the two months of future rent the program pays. The fee is earned only if and when the City pays. If the City does not pay, you owe us nothing. There is no upfront cost and no application fee charged by us.

The City recovers back rent up to a $3,500 cap. That figure is a cap on what the program recovers, not a limit on who qualifies: if your tenant owes more, you can still apply, settle the back-due balance at the cap, and still receive the two months of future rent.

Fees for licensing and city-tax compliance work are quoted to you before that work begins. Nothing on this page commits you to a licensing or tax engagement.

4. What you are authorizing

When you check the authorization box on one of our forms and submit it, you are authorizing us to act for you in the ways that box describes: for back rent, to open and manage an Eviction Diversion Program case and file a TFA application with the City using the information and documents you provide; for licensing or tax work, to set up the relevant accounts and licenses and to file and resolve city-tax matters on your behalf. You are also agreeing to be contacted about your case.

Submitting a form does not by itself start work or create a binding engagement. We review what you send, tell you whether the City is likely to pay, and send you the full Service Agreement to sign before we file anything.

5. What we need from you

6. No guarantee of outcome

Approval, the amount paid, and the timing of payment are decided by the City under program rules that can change. We do not control and do not guarantee any of them. Figures quoted on this site reflect real Philadelphia filings managed to date; results vary case to case.

7. Your information

We use what you submit to assess your case, file with the City, and contact you about it. Documents you upload are stored securely and shared with the City and its program partners as the application requires. We do not sell your information.

As you type a property address into one of our forms, what you have typed is sent to Photon, a free address-search service run by komoot, so it can offer matching addresses. You can always ignore the suggestions and type the address out in full.

So you can finish later, the form keeps what you have typed in your own browser for one hour after your last change. That copy stays on your device, is sent nowhere, and is cleared after the hour, when you submit, or when you press Start over.
